NOTICE OF STUDY COMPLETION

The City of Hamilton has completed the Airport Employment Growth District Transportation Master Plan Update (AEGD-TMP Update) Municipal Class Environmental Assessment (EA) Study. The AEGD TMP Update identifies policies, programs and infrastructure improvements needed to manage both existing and future transportation demand for the business park.

Environmental Assessment Process
This Transportation Master Plan was undertaken in accordance with the master planning process of the Municipal Engineers Association’s Municipal Class Environmental Assessment Document (MCEA, 2001, last amended 2023).

The 2023 AEGD TMP Update fulfills requirements of the Approaches 1 and 2 of the master planning process.

As a result, these Schedule B projects are currently subject to appeal:

  • Glancaster Road widening (Arterial 1N to Airport Boundary)
  • Collector 9W (Garner Rd E to Collector 11N)
  • Smith Road (Arterial 1N to Airport Boundary)
  • Airport Road (Airport Terminal Access Rd to East Cargo Rd)
  • Collector 11N (Fiddlers Green Rd to Collector 9W)

Schedule C projects will be subject to appeal after completion of subsequent phases of the EA process.

Public Comment Period

The AEGD TMP Update report is being placed on the public record for a minimum 30-day review period. You can find the AEGD TMP Update Project File Report and appendices at www.hamilton.ca/aegdtmp. Written comments will be accepted until January 5, 2024.

    The City of Hamilton uses Instagram, Twitter and LinkedIn social media accounts. Most Engage Hamilton projects are advertised through out Twitter(External link) and Instagram(External link) accounts. Follow @cityofhamilton on these platforms.

    Urban boundary expansion and changes to the land use type is beyond the scope of this project. However, through this study road links are being reinstated within the white belt lands for improved network connectivity. Construction of these links are subjective to the Municipal Comprehensive Review (MCR) and other planning processes to allow for urban development within the existing white belt lands.

    Dickenson Road is classified as a minor arterial with projected four travel lanes and a continuous two-way left turn lane. The ongoing Dickenson Road Environmental Assessment  will confirm the need for the continuous two-way left turn lane and provide the precise cross-section layout for the corridor. The 10 year capital budget forecast the detail design to begin in 2026 and the construction to commence in 2027, however, these dates are subject to change by council during annual budget deliberations. The widening process could be fast tracked should a developer wish to carry out the design and construction process as part of their development. There will be no stormwater ponds within the AEGD lands due to conflict between airplanes and birds that flock to these ponds. Stormwater flow would be accommodated through the Low Impact Development (LID) features along the roadways on both sides.

    Twenty Road is a boundary roadway between the residential community and the employment lands. Twenty Road is classified as minor arterial and is a significant corridor for movement of to and from the employment lands. Giving regards to the residential land uses north of Twenty Road, the city will strive to restrict heavy vehicles movement along Twenty Road to minimize negative impact on residences. As per the AEGD Secondary Plan policy 8.2.8(External link) the city will ensure that employment land use transition to residential areas is designed accordingly.

    Questions related to airport operation is outside the scope of this project. However, the John C. Munro Hamilton International Airport is one of the largest overnight cargo airports in Canada. Given the changing landscape of supply chain, the booming e-Commerce industry as well as emergence of new airport related business in the AEGD business park, an increase in air traffic should be expected.     Traffic volumes on all road approaching or abutting the employment land will naturally increase over time as the growth occurs within the AEGD. Garth Street will be extended to Dickenson Road.

    Employment Supportive Centres are facilities intended to serve as small scale focal points, serving the amenity needs of the Airport Employment Growth District’s employees within a reasonable distance of their place of work, such as cafes, financial establishments, fitness centres, personal service uses, gas bars.

    A Collector is a low-to-moderate capacity class of roadway with primary function of providing access to properties and to move people and goods. Typically, they connect local roads to major roadways (Arterials) in the transportation network.

    While staff would also prefer in-person engagement, this time sensitive master planning process provides guidance to other environmental studies and development in the area and due to the uncertainty of when the pandemic would be over, we could not postpone the engagement activities for this strategic undertaking. The City's Emergency Operations Centre has deemed it appropriate to conduct virtual public engagement activities during this pandemic. Staff are also available to discuss the project and specific issues with the public and stakeholder groups over the phone or email.

    The AEGD TMP Update is an overview of the entire business park and how it will develop in the fulness of time. The order in which development occurs is a combination of phasing of development and infrastrcutrue improvements and developers specific needs for thier business. The 2016 implementation update shows the staging of infrastrcutre improvements which will be updated as part of this undertaking. Please see Figure 5 on pg.26 of the AEGD TMP Implementation Update (2016)(External link) document.
